Tooth whitening is now regulated under the Cosmetic Products (Safety) (Amendment) Regulations 2012. The new regulations came into effect on 31st October 2012. This was after the European Cosmetic Directive. Tooth whitening is the practice of dentistry. This is confirmed by the General Dental Council (GDC).
